Purpose
A cabinet member decision is required to
‘formally consider the We Are Waterloo BID proposal and
instruct the Returning Officer to hold the necessary fifth term
ballot’.
The council is statutorily bound to consider the BID proposal and
hold a ballot on the BIDs behalf unless the proposal conflicts any
formally adopted and published policy by the council, or it is
likely to have a significantly disproportionate financial burden on
any person or class of persons.
Decision
1.
To authorise a fifth term ballot for We Are Waterloo Business
Improvement District (BID) due to take place in February
2026.
2.
To request that the Chief Executive as Returning Officer and
“Ballot Holder” holds a ballot for We Are Waterloo BID
at an estimated cost of £2,500.
3.
To delegate authority to the Director of Legal and Governance to
complete the necessary legal agreements required for the operation
of the We Are Waterloo BID levy, the ballot and service agreements
and any other matters required for the We Are Waterloo BID
proposals in consultation with the appropriate officers.
4.
To delegate authority to the Corporate Director of Resources or
Director of Finance to complete the ballot papers to vote on behalf
of the council in favour of the BID proposal with regards to
Council owned properties in the BID area.
