Decision
1.
To have regard to the results of the previous Saturday Market which
took place between June 2024 and May 2025 (Section 2) and the
Equality Impact Assessment prepared for the purposes of this report
(Appendix A).
2.
To authorise officers to carry out statutory consultation on a
permanent Traffic Management Order in accordance with the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 to introduce vehicle restrictions in Lower Marsh
for the Saturday Market scheme as described in Section 2 of the
report and as shown in Appendix B.
3.
That, subject to the above approval and having due regard to the
outcome of the consultation referred to in Recommendation 2 above,
to implement the scheme in the first half of 2026 and make new
permanent traffic management orders under the provisions of
sections 6, 45, 49, 124 and Schedule 1 and Part IV of Schedule 9 of
the Road Traffic Regulation Act 1984, subject to no material
representations being received during the statutory consultation
process, but that if any objections are received, they are
considered by the Assistant Director for Parking, Network
Management and Fleetby way of a written report before a decision is
reached.

That, subject to the statutory consultation, and having considered
the objections resulting from the statutory consultation process to
delegate to the Assistant Director for Parking, Network Management
and Fleetauthority to decide whether or not to hold a public
inquiry pursuant to Regulation 9 of the Local Authorities Traffic
Orders (Procedure) (England and Wales) Regulations 1996 as referred
to at Section 4 of this report.
5.
Subject to approval of recommendation 4 above, to authorise the
spend of £8,000 funded by We Are Waterloo BID towards the
implementation of the scheme. The proposals would be advertised and
implemented in Q1 / Q2 of 2026.
