Purpose

The council has published a statutory proposal
to expand Elm Court Special School from 150 to 210 pupils through
the use of the former Kings Avenue Primary School site, with a
proposed implementation date of April 2026. The statutory period of
representation runs from 21 November to 19 December, after which
the council must make a decision on the proposal within two months.
This report outlines the comments, support and objections received
during that period of representation and seeks a final decision
from the statutory decision maker.

Decision

1.        
To note the support, objections and comments
received during the period of representation conducted on the
proposal to expand Elm Court Special School

2.        
To agree to the proposal that Elm Court Special
School be expanded from 150 places to 210 places, through the
utilisation of the former Kings Avenue Primary School site as a
satellite site, with an implementation beginning in April 2026 with
20 pupils on the new site, and progressive implementation
thereafter.
 

3.        
To subsequently consider the associated procurement
report to enable officers to procure and award the necessary
construction contracts to enable the expansion in line with the
implementation timeline, with works totalling
£951,965.
