Decision

To have due regard to the
representations received during the statutory objection period
and

officer responses thereto (Appendix C) for the
school street scheme, for Turney School and Rosendale primary
school.
 

To note the Equalities Impact

To authorise the making of an order
which gives permanent effect to the experimental order under the
provisions of Sections 124 and Schedule 1 and Part IV of Schedule 9
of the Road Traffic Regulation Act 1984 and Regulations 23 and 24
of the Local Authorities’ Traffic Orders (Procedure) (England
and Wales) Regulations 1996 by February 2026.

 

Subject to the scheme becoming
permanent, to approve the continuation of the policy that

permits owners of vehicles to apply for a
digital exemption permit allowing vehicle access the
school street zones for:
 
a)   
residents with vehicles registered to an address within the school
street, as shown in Appendix A,
b)   
owners of vehicles nominated by residents living at addresses
within the school street Zones that display a Blue
Badge, 
c)   
owners of vehicles nominated by the school (on behalf of pupils,
parents, and staff) displaying a Blue Badge.

To agree that the responses received
to the experimental traffic order, including objections to the
proposals, do not warrant the holding of a public inquiry pursuant
to Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.

 

That subject to the existing scheme
being made permanent, to authorise officers to carry out statutory
consultation on a proposed amendment to extend the school street
arrangement on Turney Road and Rosendale Road as detailed in
section 2.17 and 2.18 and Table 1 below as well as in Appendix G
under the Road Traffic Regulation Act 1984 and in accordance with
the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996. This statutory consultation is expected to
take place in 2026.

 

That subject to due consideration
being given to the consultation mentioned at 6 above, to agree to
the implementation of proposed amendments to the school street
arrangements on Turney Road and Rosendale Road as detailed in
section 2.17 and 2.18 and Table 1 below as well as Appendix G, and
to making the relevant permanent Traffic Management Orders (TMOs)
under sections 6, 124 and Schedule 1 and Part IV of Schedule 9 of
the Road Traffic Regulation Act 1984, subject to no material
objections resulting from the statutory consultation process, but
that if any material objections are received they are considered by
the Assistant Director of Parking, Network Management and Fleet by
way of a separate written report before a decision is reached as to
whether to make the Order as advertised (or not) or modify the
proposals and, where required, re?advertise and on whether a public
inquiry pursuant to Regulation 9 of the Local Authorities Traffic
Orders (Procedure) (England and Wales) Regulations 1996 should be
held before making such an order.

To approve the spending of
approximately £3,000 to implement the permanent order.
