Purpose
Approval to call-off two separate frameworks,
the London Boroughs’ Legal Alliance (LBLA) Framework, managed
by Kennedy Cater, and the Crown Commercial Services (CCS) Debt
Resolution 2 Framework (RM6366), to enable the Council’s
Legal Services division to instruct external legal practitioners on
behalf of various business units to undertake specialist legal
advisory and litigation work which it either does not have the
capacity, or specialist skills to undertake itself. The LBLA
framework will provide a full range of legal services including
regeneration, housing and general litigation, planning, and general
litigation. The CCS framework will provide debt management /
recovery services
Decision
To approve the use of
London Boroughs Legal Alliance Solicitors Framework for a range of
legal services for a period of four years commencing on 8 January
2026 and ending on 7 January 2030 at an estimated annual value
of £5m.
To approve the use of
the Crown Commercial Services Debt Resolution Services 2 Framework
(RM6366) for the Council’s debt recovery services due to
commence in February 2026 for a period of four years at an
estimated annual value of £200,000.
To approve the
expenditure of a management fee to Kennedy Cater for the
procurement and general management of the LBLA framework of circa
£27,288 over the four-year framework term.
