Purpose
The draft Kennington, Oval and Vauxhall (KOV)
Neighbourhood Plan, produced by the KOV Neighbourhood Forum and
modified in line with the Examiner’s recommendations, has
proceeded to referendum, which is to be held on 11 December
2025.
In line with the Planning and Compulsory Purchase Act 2004 and the
Neighbourhood Planning (General) Regulations 2012, if the outcome
of that referendum is ‘Yes’, the local planning
authority (LPA) must make (adopt) the modified KOV Neighbourhood
Plan within eight weeks of the date in which the referendum is
held.
This report seeks approval for the formal adoption of the KOV
Neighbourhood Plan, that will then form part of Lambeth’s
Development Plan along with the London Plan, the Local Plan and the
South Bank and Waterloo Neighbourhood Plan.
Decision
To ‘make’ (adopt) the
Kennington, Oval and Vauxhall Neighbourhood Plan (Appendix 1) so it
can be used to help decide planning applications in the
neighbourhood area. The adoption date will be the date this
decision is enacted.
To grant delegated authority to the
Assistant Director of Policy and Placeshaping to make the necessary
arrangements in relation to the publication of the decision
statement and of the Kennington, Oval and Vauxhall Neighbourhood
Plan once adopted.
