Decision

1.    
To consider the outcome of non-statutory consultation as set out in
Section 2, where we engaged local stakeholders and conducted data
collection to inform our decision.
 
2.    
To note and have regard to the Equality Impact Assessment prepared
for the purposes of this report attached in Appendix A.
 
3.    
Having given consideration to representations and objections
received during the statutory objection period for the Goding
Street scheme trial, to agree to make the experimental traffic
order and traffic and parking restrictions permanent.
 
4.    
Subject to the consideration at 3), to agree not to hold a public
inquiry pursuant to Regulation 9 of the Local Authorities Traffic
Orders (Procedure) (England and Wales) Regulations 1996. 
 
5.    
To authorise officers to commence statutory consultation once the
permanent traffic order has been in place for six weeks, under
Section 6 of the Road Traffic Regulation Act 1984, in accordance
with the Local Authorities’ Traffic Orders (Procedure)
(England and Wales) Regulations 1996 on proposed minor amendments
to the motor vehicle restriction on Goding Street as detailed in
2.32 below, once the order in recommendation 3 has been made
permanent.
 
6.    
That subject to due regard being given to the outcome of the
consultation mentioned at recommendation 5 above, to agree to the
implementation of the proposed amendments mentioned in that
paragraph and to make the relevant Traffic Management Orders (TMOs)
under sections 6, 45, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984. This is subject
to no material objections resulting from the statutory consultation
process in recommendation 5, but that if any material objections
are received they are considered by the Assistant Director of
Parking, Network Management and Fleet by way of a separate written
report before a decision is reached as to whether to make the Order
as advertised (or not) or modify the proposals and, where required,
re?advertise and on whether a public inquiry pursuant to Regulation
9 of the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996 should be held before making such an Order.
Section 2.32 represents a description of the proposed
amendments.
 
7.    
To authorise the spend of £6,683 secured through developer
contributions under Section 106 of the Town and Country Planning
Act (as amended) to proceed with the statutory consultation.
