Decision

To have due regard to the
representations received during the statutory objection period
and

officer responses thereto (Appendix C) for the
school street schemes currently in operation on Victoria Rise for
Macaulay CE primary school; on Lingham Street for St Andrew’s
CE primary school; and on Rumsey Road, Knowle Close, Stockwell Park
Road, and Aytoun Road for St Helen’s RC primary school.

To authorise the making of an order
which gives permanent effect to the experimental order under the
provisions of Sections 124 and Schedule 1 and Part IV of Schedule 9
of the Road Traffic Regulation Act 1984 and Regulations 23 and 24
of the Local Authorities’ Traffic Orders (Procedure) (England
and Wales) Regulations 1996 by February 2026.

 

Subject to the schemes becoming
permanent, to approve the continuation of the policy that enables
owners of vehicles to apply for a digital exemption permit allowing
vehicle access to the school street zones for:

 
a)   
residents with vehicles registered to an address within the school
street, as shown in Appendix A,
b)   
owners of vehicles nominated by residents living at addresses
within the School Street Zones that display a Blue
Badge, 
c)   
owners of vehicles nominated by the school (on behalf of pupils,
parents, and staff) displaying a Blue Badge.

To agree that the responses received
to the experimental traffic order, including objections to the
proposals, do not warrant the holding of a public inquiry pursuant
to Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.

 

To approve the spending of
approximately £3,000 to implement the permanent order.
