Purpose

To tender contracts within the Vulnerable Adults Pathway following the completion of a strategic needs assessment.

The tenders and subsequent contracts are accommodation-based services offering support to rough sleepers or single homeless people with support needs.

Decision

1. To approve the contract awards for St. Mungo’s and Thames Reach for an initial period of four years and nine months, from 1 July 2026 to 31 March 2031, with the option to extend for up to two further periods of 12 months, up to 31 March 2033, if the extensions are utilised.

Lot 1. Women's Pathway to St Mungo’s at a contract value of £3,324,040.88 or £4,723,637.04 if the extension is utilised.

Lot 2. Robertson Street to Thames Reach at a contract value of £3,030,561.56 or £4,306,587.48 if the extension is utilised.

Lot 3. Lambeth High Street and flats to Thames Reach for a contract value of £2,743,216.58 or £3,465,115.68 if the extension is utilised.

Lot 4. Rough sleeping outreach service to Thames Reach for a contract value of £1,458,128.4 or £2,072,077.27 if the extension is utilised.

Lot 5. Move on Hubs to St Mungo’s £3,141,581.84 or £4,464,353.14 if the extension is utilised.

Lot 6. Martha Jones House to Thames Reach £3,618,905.63 or £5,142,655.37 if the extension is utilised.

1. To approve the inclusion of a provision allowing for three months’ notice of early termination if required.
