Purpose

A procurement process took place in mid 2016 for various parking provisions, of which one Lot was for the delivery of pay by phone paid parking technology in the borough. The ability to pay for parking by phone provides service users with a customer friendly and simple way of paying for parking, whilst reducing Council costs.

In October 2024 a Business Case was approved to pursue an open tender process to procure a new contract, with the intention of maintaining the current service levels whilst realising savings from the new contract. In November 2025 the procurement was abandoned through advice from Procurement and Legal services.

The purpose of this report is to seek approval for the Council to join the National Parking Platform (NPP), a Department for Transport (DfT) supported digital platform that enables driver to find, access and pay for parking through multiple providers using a single, open system.
