Purpose

The Council currently operates 500 Electric Vehicle Charge Points (EVCPs) in-house under an “own and operate” model, where the assets are owned, operated and maintained by the Council. The Clenergy EV back-office platform is used to operate the EVCPs via a contract with SEE Services Ltd.

There is scope to reduce operating costs by contracting directly with Clenergy, removing management fees and reducing transaction and data fees in order to deliver savings of between £55,000 - £88,000 per annum with further savings expected as the EVCP network expands. This will enable the Council to make significant cost savings each year, without impacting service quality.

Decision

  1. To award a direct contract to Clenergy EV via the G-Cloud Framework for the provision of electric vehicle charging point back-office management and data services for a period of two years, commencing on 8 August 2026 and expiring on 7 August 2028, with an estimated contract value of £321,000.
