Purpose

Approval has been granted for redevelopment of the Council owned Leigham Court Road car park site, off Leigham Court Road, for residential use. This is part of a wider comprehensive development comprising three adjoining sites including the car park. This report seeks approval to undertake a statutory consultation on the revocation of parking controls in the Leigham Court Road off-street car park and the amendment of the supporting Traffic Management Order (TMO) to facilitate the development.

Decision

1. To authorise officers to commence statutory consultation under the Road Traffic Regulation Act 1984 and in accordance with the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 on the revocation of the Leigham Court Road car park from the Lambeth (Off-Street Parking Places) (Amendment No. 1 ) Order 2023 as described in this report with statutory consultation likely to take place in September/October 2026 (closure date dependent on result of the statutory consultation as outlined in recommendation 2). Cost of statutory consultation likely to be in the region of £2,000.
2. To agree to the making of the relevant Traffic Management Order (TMO) under sections 35 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, subject to no material objections resulting from the statutory consultation process, but that if any material objections are received they are considered by the Assistant Director of Parking, Network Management and Fleet by way of a separate written report before a decision is reached.
3. To delegate to the Assistant Director for Parking, Network Management and Fleet authority to decide whether or not to hold a public inquiry pursuant to Regulation 9 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 as referred to at Section 4 of this report.
