Decision
1.
To issue scheme approval for traffic and parking restrictions in
the area bounded by Harleyford Street
(A202), Kennington Park Road (A3), Kennington Lane (A3204) and
Kennington Road (A23) as set out in section 2 of the report and as
illustrated in Appendix A starting in June 2024 for a period of up
to 18 months.

To authorise a statutory consultation under Regulation 6 of the
Local Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 (the 1996 Regulations) following approval of this
report.
3.
That subject to the above approval and due regard being given to
the outcome of the consultation referred to at recommendation 2 above, to implement the
proposed traffic and parking restrictions detailed in this
report as a trial under an experimental
traffic management order made under the provisions of Sections 9,
10, 124, Schedule 1 and Part IV of Schedule 9 of the Road Traffic
Regulation Act 1984 (RTRA 1984) and that the notices of making for
the Experimental Traffic Orders contain the statements specified in
Schedule 5 of the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996.
4.
That, after consultation with the Chief Officer of Police, any
modifications to any Experimental Traffic Management Order which
renders it less restrictive may be authorised by a Director or
Assistant Director in Resident and Enabling Services without the
requirement to re-advertise the Order under Section 10(2) of the
said Act.
5.
To delegate authority to a Director or
Assistant Director in Resident and Enabling Services to authorise
any modifications to the Experimental Traffic Management Order in
the event of objections being received from the statutory
consultation referred to at
recommendation 2.
6.
To undertake a public engagement exercise with local stakeholders
to determine the future of the scheme and to consider both the
public engagement feedback and any material objections or
representations resulting from the statutory consultation referred
to in recommendation 2 above by way of a separate decision report
by a Director or Assistant Director of
Resident and Enabling Services on whether to make permanent or
abandon the scheme.
7.
To exercise discretion not to hold a public inquiry pursuant to
Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
8.
To note the Equality Impact Assessment attached at Appendix B.
9.
Subject to approval of recommendation 2 and 3 above,
to allocate £452,000 from
a combination of grant funding from Transport for
London and the Sustainable Transport and
Public Realm capital allocation approved by the Cabinet Member for
Sustainable Lambeth and Clean Air.
