Purpose

To appoint two Tier 1 Contractors via the
Greener Futures Partnership Framework (GFP – Pretium) to
undertake a range of decarbonisation works.

Decision

1.    
To
accept a central government grant of £2,492,785 through the
Social Housing Decarbonisation Fund Wave 2.2, to part fund retrofit
works at Blenheim Gardens, Caldwell Gardens and Tivoli
Road.

2.    
To
approve the allocation of £2.4M from the Housing Capital to
co-fund the retrofit of Blenheim Gardens, Caldwell Gardens and
Tivoli Road under SHDF 2.2.

3.    
To
approve the allocation of £1,334,170 from the Carbon Offset
Fund to co-fund the retrofit of Blenheim Gardens, Caldwell Gardens
and Tivoli Road under SHDF 2.2.

4.    
To
use the Greener Futures Partnership (GFP) Decarbonisation Delivery
framework for the appointment of contractors to deliver the
works.

5.    
To approve the award of Decabonisation / Retrofit
works contract to the Breyer Group Plc from Lot 2e from the GFP
Framework for an anticipated amount of £2-5m, commencing June
2024 to May 2027 for a three-year initial term, with an option to
extend for a further three years (2+1), taking the overall contract
term up to 2030, in line with our objective to be Net
Zero.

6.    
To approve the award of
Decabonisation / Retrofit works contract to the Wates Group from
Lot 2e from the GFP Framework for an anticipated amount of
£2-5m, commencing June 2024 to May 2027 for a three-year
initial term, with an option to extend for a further three years
(2+1), taking the overall contract term up to 2030, in line with
our objective to be Net Zero.

7.    
To approve the award of specialist
consultancy services for Decarbonisation / Retrofit works, contract
to the Energy Specifics from Lot 3e from the GFP Framework for an
anticipated amount of up to £2m, commencing June 2024 to May
2027 for a three-year initial term, with an option to extend for a
further three years (2+1), taking the overall contract term up to
2030, in line with our objective to be Net Zero. These services
include carrying out PAS2035 retrofit assessments and retrofit
designs.

8.    
To note Energy Specifics Ltd from
Lot 3e can offer the services of a CDM Co-ordinator and Principal
Designer at an additional rate of up to 1% rate of the contract
value. This is an optional provision.

9.    
To
delegate authority to the Corporate Director for Housing and
Adults Social Care
to amend the programme of works as necessary in consultation with
the Corporate Director Climate and Inclusive Growth.
