Purpose

The report seeks scheme approval to run an
innovative trial with cycle hangars specifically designated for
businesses and their employees in the Waterloo area. The trial will
install standard cycle hangars but rent out complete hangars (six
spaces) to individual businesses in the area. Scheme approval is
being sought regarding the location, installation, rental price and
evaluation of the trial scheme.

Authorisation is being sought to proceed with an Experimental
Traffic Order (ETO) to enable the installation of the hangars. ETOs
are proposed to be used as the scheme itself is a trial. It is
requested to authorise the installation of nine hangars at five
locations. Permit parking will be replaced by secure cycle parking.
There will be a monitoring evaluation at Month 6 and Month 12 of
the trial. It is proposed that the usage will be monitored, and a
user satisfaction survey will be organised.

The report summarises engagement done with businesses,
considerations on the rental price point and operation of the
scheme, as well as other specifications regarding the
scheme.

Decision

1.   
To issue scheme approval for the installation of
nine cycle hangars on five locations, including changing permit
parking bays to cycle only bays as illustrated in Appendix A. The
changes would be implemented in Quarter 2 (Q2) 2024/25.
 
2.   
To authorise statutory consultation under Regulation
6 of the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996 (the 1996 Regulations) on the proposals
shown in Appendix A.
 
3.   
That subject to the above approval and due regard
being given to the outcome of the consultation referred to at
recommendation 2 above, to implement the proposed restrictions as a
trial(s) under an experimental traffic management order(s) made
under the provisions of Sections 9, 10, 124, Schedule 1 and Part IV
of Schedule 9 of the Road Traffic Regulation Act 1984 (RTRA 1984)
and that the notices of making for the Experimental Traffic Orders
contain the statements specified in Schedule 5 of the Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996.
 
4.   
That, after consultation with the Chief Officer of
Police, any modifications to any Experimental Order which renders
it less restrictive may be authorised by a Director or Assistant
Director in Resident and Enabling Services without the requirement
to re-advertise the Order under Section 10(2) of the said
Act.
 
5.   
To undertake a public engagement exercise with local
stakeholders prior to any decision to make the trial
permanent.
 
6.   
That any valid objections received during the
statutory consultation period referred to at recommendation 2 or
any consideration to make the scheme trial(s) permanent are
considered by way of a separate written report to a Director or
Assistant Director in Resident and Enabling Services before a
decision is reached on whether or not any of the provisions of the
experimental order(s) will be made permanent.
 
7.   
To exercise discretion not to hold a public inquiry
pursuant to Regulation 9 of the Local Authorities Traffic Orders
(Procedure) (England and Wales) Regulations 1996.
 
8.   
To note and have regard to the Equality Impact
Assessment prepared for the purposes of this report in Section
7.
 
9.   
Subject to approval of recommendations 1, 2 and 3
above, to allocate £40,000 from the Public Realm capital
allocation for Waterloo approved by Cabinet Member for Sustainable
Lambeth and Clean Air.
