Purpose
The report requests the approval of an
additional £1.310m for the delivery of the Phase 3 South Bank
Spine Route project, approved at CMDR in November 2023, in line
with the increase in costs for materials and enabling works for the

the Council and Southern Gas Networks (SGN), Whitehouse Apartments,
Southbank Centre and Southbank Place regarding the positioning of
security infrastructure over or closer to their asset than standard
practice, or outside of the council’s highway boundary.
Decision
1.
To allocate £1.310m from the currently
unallocated theme budget for Waterloo and South Bank Economic
recovery: public realm investment within the existing
Capital Investment Programme (CIP) approved
by Cabinet in July 2020.
2.
To enter into an agreement between the Council and
SGN regarding the positioning of security infrastructure over or
closer to their asset than standard practice, whereby the Council
agrees to incur all costs associated with removal and reinstatement
of the bollards for emergency works or maintenance works if
required. The duration of this agreement is for the lifecycle of
the security bollards. This agreement needs to be in place by the
end of the 2024 calendar year.

To enter into an agreement between the Council and
Whitehouse Apartment regarding the installation of security
infrastructure on land owned by Whitehouse Apartment. The bollard
will remain the property and responsibility of the Council. This
agreement needs to be in place by the end of the 2024 calendar
year.

To enter into an agreement between the Council and
Whitehouse Apartment regarding the placement of green asset
planters on land owned by Whitehouse Apartment. The planters will
remain the property and responsibility of the Council. This
agreement needs to be in place by the end of the 2024 calendar
year.

To enter into an agreement between the Council and
Whitehouse Apartment regarding the installation of paving slabs on
land owned by Whitehouse Apartment. Once installed the ownership
and maintenance of the installed paving slabs on Whitehouse
Apartment land will be passed to Whitehouse Apartment. No ongoing
ownership or liability for defects associated with the paving slabs
will be accepted by the Council. This agreement needs to be in
place by the end of the 2024 calendar year.
6.
To enter into an agreement between the Council and
Braeburn Estate Ltd regarding the installation of security
infrastructure on land owned by Braeburn Estate Ltd. Once installed
the ownership and maintenance of the installed active public realm
protection on Site 1 will pass over to Braeburn Estates Ltd. No
ongoing ownership or liability for defects associated with the
infrastructure installed on Site 1 will be accepted by Lambeth
Council. The duration of this agreement is for the lifecycle of the
security bollards. This agreement needs to be in place by the end
of the 2024 calendar year.
7.
To enter into an agreement between the Council and
Network Rail regarding the installation of under bridge lighting on
the Hungerford Bridge which is owned by Network Rail. Network Rail
require both an Easement and an Attachment Licence in order to fix
the lighting units to the structure. The under bridge lighting will
remain the property and responsibility of the Council. This
agreement needs to be in place by the end of the 2024 calendar
year.
8.
To enter into a Section 8 agreement between the
Council and Transport for London (TfL) for works on their boundary.
This agreement needs to be in place by the end of the 2024 calendar
year.
