Purpose
The report seeks authorisation to make an
Experimental Traffic Management Order (ETMO) on Goding Street. The
order will close the southern portion of the road to motor
vehicles, south of New Spring Gardens Walk, with an exemption for
Loading. The order would also remove 60m of vehicle parking spaces
and potentially replace these with other, more sustainable kerbside
uses, such as e-scooter parking, cycle parking, and parklets. Some
of the parking would be moved to surrounding streets.
The report summarises the engagement undertaken with businesses and
residents, the previous work done in the area including the Low
Line Vision, and how the ETMO will be monitored and
evaluated.
Decision
1.
To issue scheme approval for the Goding Street
scheme, including traffic restrictions and waiting restrictions and
the removal of parking as illustrated in Appendix A. The changes
would be implemented in Q2-3 2024/25.
2.
To authorise statutory consultation under Regulation
6 of the Local Authorities Traffic Orders (Procedure) (England
and

Wales) Regulations 1996
(the 1996 Regulations) on the proposals shown in appendix
A.
4.
That subject to the above approval and due regard
being given to the outcome of the consultation referred to at
recommendation 2 above, to implement the proposed restrictions as a
trial(s) under an experimental traffic management order(s) made
under the provisions of Sections 9, 10, 124, Schedule 1 and Part IV
of Schedule 9 of the Road Traffic Regulation Act 1984 (RTRA 1984)
and that the notices of making for the Experimental Traffic Orders
contain the statements specified in Schedule 5 of the Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996.
5.
That, after consultation with the Chief Officer of
Police, any modifications to any Experimental Order which renders
it less restrictive may be authorised by a Director or Assistant
Director in Resident and Enabling Services without the requirement
to re-advertise the Order under Section 10(2) of the said
Act.
6.
To delegate authority to a Director or Assistant
Director in Resident and Enabling Services to authorise any
modifications to the Experimental Traffic Order in the event of
objections being received from the statutory consultation referred
to at recommendation 2.
7.
To undertake a public engagement exercise with local
stakeholders prior to any decision to make the trial
permanent.
8.
That any valid objections received during the
initial 6 month period of statutory consultation during the trial
or any consideration to make the scheme trial(s) permanent are
considered by way of a separate written report to a Director or
Assistant Director in Resident and Enabling Services before a
decision is reached on whether or not any of the provisions of the
experimental order(s) will be made permanent.
9.
To exercise discretion not to hold a public inquiry
pursuant to Regulation 9 of the Local Authorities Traffic Orders
(Procedure) (England and Wales) Regulations 1996.
10.
To note and have regard to the Equality Impact
Assessment prepared for the purposes of this report attached in
Appendix A.
11.
Subject to approval of recommendations 1, 2 and 3
above, to allocate £25,000 from the Low Line capital
allocation approved by the Cabinet Member for Sustainable Lambeth
and Clean Air.
