Purpose
To issue scheme approval for the construction
of the Amesbury Avenue proposals within the Streatham Hill LTN
Permanent measures programme this will be funded from the approved
Sustainable Transport and Public Realm capital allocation for
LTNs.
To authorise officers to carry out any statutory
consultation.
To release funding to carry out the above.
Decision
1.
To have regard to the Equalities Impact Assessment prepared for the
purposes of this report (Appendix A).
2.
To authorise officers to carry out statutory consultation on phase
2 of the Streatham Hill Low Traffic Neighbourhood Permanent Scheme
as described in section 2 of the report and shown in Appendix B on
proposals for new and amended traffic and parking restrictions
under Regulation 6 of the Local Authorities Traffic Orders
(Procedure) (England and Wales) Regulations 1996 and to authorise
officers to issue statutory notices for proposed road humps
pursuant to Section 90C of the Highways Act 1980 as referred to
below in section 4 of this report.

Subject to the outcome of the statutory consultation referred to
above, in recommendation 2 to grant scheme approval and agree
implementation of proposals described in section 2 of this report
and illustrated in the design drawings attached in Appendix B, at
an estimated cost of £646,809.63. The contract term will run
for a period of eighteen months from October 2024 until April 2026
to cover any delays to the programme.

That, subject to the above approval and having due regard to the
outcome of the consultation referred to in recommendation 2 above,
to implement the scheme and make new permanent traffic management
orders under the provisions of sections 6, 45, 49, 124 and Schedule
1 and Part IV of Schedule 9 of the Road Traffic Regulation Act
1984, subject to no material representations being received during
the statutory consultation process, but that if any objections are
received, they are considered by a Director or Assistant Director
of Resident Services by way of a separate decision report before a
decision is reached.
5.
That, subject to the approval at recommendation 2 above, to
delegate to a Director or Assistant Director of Highways,
Environment and FM the consideration of any material
representations received during the statutory consultation process
under section 90C of the Highways Act 1980 authority and to decide
whether to hold a local inquiry as referred to at Section 4 of this
report.
