Purpose
This report considers the proposed Healthy
Streets Improvements on Hercules Road. It is proposed to create
several green buildouts by replacing car parking spaces and excess
carriageway space. The report considers the proposals and their
impacts, feedback received through public engagement and the next
steps in terms of design development and Traffic Orders.
In total a loss of roughly ten car parking spaces is proposed, to
make way for five green buildouts that will facilitate low level
planting and more trees. This will help improve the local tree
canopy cover, mitigate flood risk and achieve policy objectives
from the Climate Action Plan, Kerbside Strategy and the Waterloo
and South Bank Net Zero 2030 Strategy.
Decision
1.
To implement all
aspects of the proposed schemes at a total cost of £257,525
which include consultations, Traffic Orders, scheme implementations
and Lambeth Staff management fees. The plans will be implemented in
Q2-3 2024/25.

To note the Equality Impact Assessment
prepared for the purposes of this report in Appendix A

To issue scheme approval for the parking
bay changes on Hercules Road as illustrated on the drawings in
Appendix B and C.
4.
Authorise officers to carry out statutory
consultation under sections 6 and 45 of the
Road Traffic Regulation Act 1984 in accordance with the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996 on the proposed changes to
parking restrictions on Hercules Road shown in Appendix B and C and
detailed at section 2 of the report

That subject to the above approval at
recommendation 3 for the parking bay changes, and having due regard
to the outcome of the statutory consultation referred at
recommendation 4, to agree to the implementation of the scheme and
making of permanent traffic management orders sections 6, 45, 46,
49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984 subject to no material representations
or objections being received.
6.
That where material objections are
received during the statutory consultation process referred to in
recommendation 4, that any such objections received are considered
by way of a written report to the Assistant Director for Parking,
Network Management, and Fleet before a decision is reached on
whether or not any of the proposals will be implemented.
7.
To exercise discretion not to hold a
public inquiry related to the proposed Permanent Traffic Order
pursuant to Regulation 9 of the Local Authorities Traffic Orders
(Procedure) (England and Wales) Regulations 1996.
