Decision
1.
To have regard to the Equality
Impact Assessment prepared for the purposes of this report
(Appendix A)

To issue approval for the consultation on proposed future phases
additional shared bays for the parking of rental bikes and
e-scooters, and/or TfL cycle hire stations, in line with TfL
projections and to delegate authority to the Assistant Director for
Parking, Network Management and Fleet in consultation with the
cabinet member for Sustainable Lambeth and Clean Air, for approval
of future phases. The estimated cost of the consultation would be
£80,000 and will begin in October 2024.

Subject to the approval of recommendation 2 to authorise officers
to carry out statutory consultation in accordance with the Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996.

Subject to the approval of recommendation 2 and having due regard
to the outcome of the statutory consultation, agree to the
implementation of these measures under the provisions of Sections
6, 45, 46, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984, subject to no material objections
resulting from the process of statutory consultation. If any such
objections are received, they will be considered through a separate
written report to Assistant Director – Parking, Network
Management and Fleet before a decision is reached on whether or not
to make the Order.
5.
To exercise discretion not to hold a public inquiry pursuant to
Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
