Decision

1.         
To approve the use of the LASER Energy Framework
Agreements to administer the purchase and supply of the
Council’s corporate gas (LASER Framework Y22009) and
electricity (LASER Framework Y22009) to enable the Council’s
energy requirements to be procured over the window between April
2024 to 31 March 2025 for the energy supply contracts commencing on
the 1 April 2025.  The
framework will cover the supply of energy to the Council for a
period of four years covering the energy supply contracts for the
2025/26, 2026/27, 2027/28, and 2028/29 financial years at an
estimated annual contract cost of £18.2m and a total cost of
£72.8m over the four years.

 

2.         
To approve the use of LASER’s appointed energy
framework suppliers for the supply of gas and electricity through
the framework duration.  The breakdown
of spend for the supplies paid directly by the Council (General
Fund and HRA) with the appointed suppliers is estimated at; Npower
   (LASER Framework Y22009 -
corporate electricity supplies) at £8.35m per annum (up to
£33.4m over four years from the 1 April 2025), and Total
Energies (LASER Framework Y22009 – corporate gas supplies) at
£5.7m per annum (up to £22.8m over 4 years from the 1
April 2025).
