Purpose

This report seeks scheme approval to undertake
informal public consultation to introduce a further 420 new cycle
hangars across the borough as a part of Phases 10 – 14 of the
cycle hangar programme to meet the manifesto target of 5,000
additional on-street cycle parking spaces.

It also seeks approval to undertake statutory consultation on
amendments to boroughwide Traffic Management Orders (TMO) for
waiting restrictions and parking places to facilitate on-street
cycle hangars

Decision

1.   
To grant scheme approval for the introduction of new cycle hangars
in Phases 10 to 14 of the cycle hangar programme.
 
2.   
To authorise informal public consultation to be undertaken as each
individual phase of the cycle hangar programme is delivered.
 
3.   
That the results of the public consultation mentioned at 2 above
will be considered by way of a separate written report to a
Director or Assistant Director of Resident and Enabling Services
before a decision is reached on implementing the proposals.
 
4.   
To authorise officers to carry out statutory consultation in
accordance with the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996 on 1) amendments
to LBC 2023 No. 1 The Lambeth (Free Parking Places, Loading Places
and Waiting, Loading and Stopping Restrictions) Order 2023 and
Stopping Restrictions and  No. 2 The
Lambeth (Charged for Parking Places) Order 2023 which would have
the effect of exempting cycle hangar installations from the scope
of these orders and 2) reinstating parking controls at existing
locations of cycle hangars boroughwide (detailed at Appendix
A).
 
5.   
That having due regard to the outcome of the statutory consultation
in recommendation three, to agree to the implementation of these
measures under Sections 6, 45, 46, 49, 124 and Schedule 1 and Part
IV of Schedule 9 of the Road Traffic Regulation Act 1984, subject
to no material objections resulting from the statutory consultation
process, but that if any such objections are received that they
will be considered by way of a separate written report to a
Director or Assistant Director of Residents Services before a
decision is reached on whether or not to make the Order.
 
6.   
To have regard to the Equality Impact Assessment prepared for the
purposes of this report (Appendix C)
 
7.   
To exercise discretion not to hold a public inquiry pursuant to
Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
