Purpose

To agree the delivery strategy for Westbury
Estate renewal.

Decision

1)   
To approve the commencement of the
process to procure a Development Partner for the Westbury Estate
renewal project by way of a Development Agreement on a long
leasehold basis, using a Competitive
Procedure with Negotiation (CPN) procurement process. The procurement
process is planned to commence in Autumn
2024.
 
2)   
To approve the proposed development objectives,
including the minimum requirements sought.
 
3)   
Delegate authority to the Corporate Director of
Climate and Inclusive Growth, in consultation with the Cabinet Member for Housing Investment and New
Homes and Corporate Director Finance, to appoint the
preferred Development Partner
following a successful procurement exercise.
 
4)   
To delegate authority to the Corporate
Director, Climate and Inclusive Growth
in consultation with the Cabinet Member for Housing Investment and
New Homes and the Director of Legal and Governance, to negotiate,
agree and finalise the Development Agreement terms.
 
5)   
Delegate authority to the Corporate Director of
Climate and Inclusive Growth, in consultation with the Cabinet
Member for Housing, Investment and New Homes and Corporate Director
of Finance, to negotiate terms, execute and enter into a
Development Agreement with the preferred Development Partner, for the redevelopment of
the Westbury Estate, and to negotiate and agree planning
commencement agreement, nomination agreements, and any other
documents on behalf of the Council to fully implement and
facilitate delivery of the development.
