Decision

1.  
To have regard to the Equality Impact Assessment
prepared for the purposes of this report (Appendix A).

2.  
To authorise officers to carry out statutory
consultation on the proposals for the Streatham Hill Healthy
Neighbourhood scheme as described in section 2 of the report and as
shown in Appendix B to amend parking restrictions and vehicle
access restrictions under Regulation 6 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 and
to authorise officers to issue statutory notices for proposed road
humps under Section 90C of the Highways Act 1980 Subject to the
outcome of the statutory consultation referred to above, to grant
scheme approval for the proposals described in Section 2 of this
report and illustrated in the design drawings attached in Appendix
B.

3.  
That, subject to the above approval and having due
regard to the outcome of the consultation referred to in
Recommendation 2 above, to implement the scheme in Autumn 2024
under new permanent traffic management orders made under the
provisions of sections 6, 45, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984, subject to no
material representations being received during the statutory
consultation process, but that if any objections are received, they
are considered by the Director of Highways, Environment and FM by
way of a written report before a decision is reached.

4.  
That, subject to the approval at recommendation 2
above and having considered the objections resulting from the
statutory consultation process to delegate to the Director of
Highways, Environment and FM authority to decide whether or not to
hold a public inquiry pursuant to Regulation 9 of the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 as referred to at Section 4 of this
report. 

5.  
That, subject to the approval at recommendation 2
above, to delegate to the Director of Highways, Environment and FM
having considered any objections resulting from the statutory
consultation process under section 90C of the Highways Act 1980
authority to decide whether or not to hold a local inquiry as
referred to at Section 4 of this report. 

6.  
Subject to approval of recommendation 4 above, to
allocate £2,040,000.00 from the currently unallocated
theme budget for Sustainable Transport/Public Realm within the
Capital Investment Programme (CIP) approved by Cabinet in July 2020
towards the implementation of the schemes referred to in paragraph
1.  The contact is due to commence on 13
January 2025 to 28 March 2025.
