Purpose

To approve the portfolio approach to delivery
and procure a single development partner for the New Homes
Sites.

Decision

To approve commencement of the procurement
process for a Development Partner to deliver the development of a
portfolio of sites known as the ‘New Homes Six’, using
the ‘Competitive Procedure with Negotiation’
process.The procurement
process is planned to commence in January 2025.

 

To approve
the proposed overarching development objectives, the inclusion of
long leasehold interests for sites delivered via the Development
Agreement route and minimum requirements of the
procurement.

 

To
delegate authority to the Corporate Director of Climate and
Inclusive Growth, in consultation with the Cabinet Member for
Housing Investment and New Homes and the Corporate Director of
Finance, to appoint the preferred Development Partner following a
successful procurement exercise.

 

To delegate authority to the Corporate Director
of Climate and Inclusive Growth, in consultation with the Cabinet
Member for Housing Investment and New Homes and the Corporate
Director of Finance to negotiate terms,
execute and enter into a Partnership Development Agreement and
subsequent site-specific Development Agreements or Building
Contracts with the preferred Development Partner, following
recommendations from the Development Partnership Board, for the
development of the New Homes Six sites.

delegate authority to the Corporate Director of Climate and
Inclusive Growth, in consultation with the Cabinet Member for
Housing, Investment and New Homes and the Corporate Director of Finance, to negotiate and agree Pre-Construction Services Agreements,
Nomination Agreements, and any other documents on behalf of the
Council to fully implement and facilitate delivery for the
development of the New Homes Six sites.
