Decision

The Chief Officer (Highways and
Transportation) was requested to:

a) Approve the increase in fees and charges as set out in
Appendices A, B and C to this report to be effective as of 1st
February and for the next financial year.

b) The Appendix A increases are generally to reflect inflation and
increased cost to provide the service. The increases of 8% have
been applied to the current fees and charges. The increase is a
direct result of applying general income inflation at 4%, to the
charges in line with corporate guidelines as recommended in the
Initial Budget Proposals for 2024/2025 Executive Board Report and
rounded to the nearest ten pence. The fees for S278 agreements are
also proposed to rise using the same methodology, rounded to the
nearest pound, these are given in Appendix C

c) The commuted sum schedule in Appendix B has been increased to
reflect the actual costs of inflation, materials and
construction.

d) Site Development have confirmed that the charge for stopping up
orders is unchanged and likely to be reviewed in the 2024/25
report.
e) Traffic Engineering have confirmed a 8% increase for repeat,
small scale, local community events as this charge is applied to
charity and non-profit making events only.

f) The introduction of further retrospective fees for unauthorised
activity on the highway.

g) Approve the amendment of a scale of charges to cover the time
spent advising and coordinating professional filming on the
Highway. Fees will be based on the scale/size of the production to
reflect the level of involvement required by Highways. The fees for
the use of a drone for filming near/over the Highway cover the
checks needed to ensure that is both legal and safe. The higher fee
will apply to larger drones where the requirements are more
complex. For major productions we will consider a time-based charge
by agreement.

h) Introduce a fee for Pavement Licence applications under the
Business & Planning Act in line with the charges (the relevant
fee) provided for in the Act.

i) Introduce a fee for containers to be placed on the highway under
the Highways Act 1980.
