Decision

The Chief Officer, Highways and
Transportation:

• Noted previous approvals for funding, procurement, design
and implementation for the City Square Plus scheme were secured in
the following reports:
o Executive Board Report dated 21st April 2021 (City Centre
Transformation – Enabling Schemes (Highways), and
o Highways Board Report dated 10th August 2022 (City Centre
Transformation - City Square Highways).

• Noted the current design of the scheme.

• The report sought authorisation to enter into a Grant
Funding Agreement for £6,367.000 with West Yorkshire Combined
Authority for the City Square Plus Scheme to take the total amount
in the GFA up to £12,024,000.

• The report sought approval from the Chief Officer (Highways
& Transportation) to inject the remaining funding of
£1.5m from LUF and £1.2m CRSTS funding programmes to
complete delivery of the City Square Highways and associated
schemes.
