Decision
LCC Legal Services have previously signed and
sealed a funding agreement (June 2021) and Deed of Variation
(December 2022) between Leeds City Council and the West Yorkshire
Combined Authority for the Leeds City Bikes scheme development
costs, at a value of £300,000.
Leeds Executive Board endorsed the service in principle and gave a
commitment to progress the development and implementation of the
service in February 2022.
In parallel, in February 2022, WYCA Officers endorsed the Strategic
Outline Case for the project and allocated a further £150,000
to support it’s development including the preparation of a
Full Business Case (FBC).
A Key Decision Notice (KDN) was submitted to Highways Board in
February 2023. Approval to enter into a Grant Funding Agreement
with WYCA for the remaining £1.7m was granted on the premise
that the FBC was approved by WYCA Transport Committee on 26/05/23.
In addition the KDN sought approval to enter into contract with
Beryl (Smidsy Ltd.), which was granted. The contract between LCC
and Beryl (Smidsy Ltd) commenced on 14/08/23.
The FBC was approved by WYCA’s Transport Committee on
26/05/23, which resulted in the remainder of the funding
(£1.7m) being approved to commence with scheme
implementation.
The remaining £1.7m funding was approved to enable the
following activities:
• The purchase of 515 e-bikes, 80 docking stations and 10
Active Mobility Hubs
• Fund the Traffic Regulation Orders (TRO) that will be
required to enable the council to install docking stations at
applicable locations
• Fund a staff member to act as a Project Manager in the
mobilisation period, and for the first 12 months of operation
• Staff resource costs to manage and support the above
The Lead Member for Highways and Transport has been kept informed
of progress with the service, and it remains a high priority within
Leeds Council. The WY Mayor also supports the service.
The decision therefore is to agree to the Deed of Variation,
increasing the initial capital allocation from WYCA
(£300,000) by a further £1,700,000 to implement the
Leeds City Bikes scheme.
