Decision

The Director of City Development is asked
to:
1) Approve the “Holdng Objection” to be submitted to
the Secretary of State for Transport as the Councils representative
as required under the s239 of the Local Government Act 1972 in
accordance with the Executive Board resolution on 21st June
2023.

Note the proposed response is to be submitted as a ‘holding
objection’ due to the requirement under s239 of the Local
Government Act 1972, that a Full Council resolution would need to
ratify a full objection to the TWAO.
2) Approve the proposed response to the Secretary of State for
Transport, subject to minor amendments by council officers, as set
out in Appendix A of the report. And note the appendices supporting
the response to the Secretary of State for Transport.
