This is a Significant Operational Decision
following an original key decision taken by Executive Board in
November 2018.

The Director of City Development has authorised: -
a) Agreement to begin some of the main contract works as part of a
second early works package, so the contractor can commence with
site set up, carry out a full site strip and grout the former
mine-workings as part of the risk mitigation measures
identified.
b) Agreement to enter an NEC4 Engineering and Construction contract
(NEC4 ECC) with Wates Construction Limited for the construction of
88 new council homes across the Killingbeck and Seacroft and Gipton
and Harehills wards for the contract sum of £27,043,854
(inclusive of abnormal development costs of £3.2 million, but
excluding the enabling works previously approved and the cost for
new utility connections).
c) The total scheme budget identified at confidential Appendix 1 to
meet the full cost of delivering the schemes.
