Purpose

The Bentleys scheme was proposed after a previous engagement with residents and ward members in the Meanwood area found that significant volumes of traffic and driver behaviour are a barrier to people who want to walk between Meanwood and Headingley. To overcome these barriers, a package of measures has been developed in readiness for construction to meet the Active Travel Fund 4 programme funding deadline of August 2026.  These include:

•  The provision of a new Zebra crossing on Grove Lane

•  Upgrade of the existing vehicle point closure on Wood Lane to make it easier for people to walk, wheel, and cycle through

•  Improvement of directional signage

•  An upgrade to the existing Zebra crossing on Grove Lane (near Grove Road) to improve driver compliance and increase safety/ decrease speeds

•  Re-surfacing sections of the Meanwood Valley Trail to enable use all year around.

This report is seeking approval from the Chief Officer, Highways & Transportation to:- approve the design of the final package of measures; give authority to inject funding and authorise spend within the capital programme; give authority to tender, and; give authority to advertise the Traffic Regulations Orders (TROs).

Decision
