Purpose

The scheme is to implement Parking Place Orders (PPO) and Traffic Regulation Orders (TRO) at car parks and the associated road network around 24 Leeds City Council Housing High Risk Residential Buildings (HRRB).

The car parks are for use by residents of the High Rise Housing properties. The line marking will enable emergency vehicles and bin crew to safely access without obstruction. This will reduce the impact of any fire at the blocks (or blue light incident) and reduce the risk of fire (through timely waste management collection).

The enforcement will also ensure that all paths and green space adjacent to blocks will be accessible safely.

Parking will only be allowed in marked bays. Parking on double yellow lines, hatching or on grassed areas within Housing ownership would be liable to be issued a Penalty Charge Notice.

Decision

The decision maker intends to approve the recommendations set out in the report attached with effect from the decision date.
