Purpose

To seek a decision to introduce a revised approach to household waste collection services from May 2028 and the capital investment required as part of a new contract.

Decision

To approve:

That from May 2028, the Council provides a household waste and recycling collection service that delivers alternate weekly residual waste collections, and alternate weekly dry mixed recycling collections in a blue wheeled bin.

The addition of £9.8m to the 2026/27 General Fund capital programme for the vehicle and container costs of the new arrangements for recycling and residual waste collection, to be financed by Prudential Borrowing. 

Reasons for the decision

•           National Waste reform.

•           Expiry of existing contractual arrangements in May 2028.

•           Cost efficiency and future affordability.

•           Climate change / reduced emissions.
