Purpose

Approval sought to procure a
provider of a home retrofit loan scheme and to invest £500k
in the scheme for provision of loans. Additional decision to
procure a referral partner to assist with the scheme.

(Key
decision):
 
(1)
To approve the principles of the proposed retrofit
loan scheme set out in the report; and
 
(2) To delegate authority to the
Deputy Chief Executive and Director of Planning and
Regeneration in consultation with the Cabinet member for finance,
assets and community wealth building,
to:
 
(a) agree the final structure of
the home retrofit loan scheme, subject to consistency
with the principles set out in the
report.
 
(b) procure a provider of a home
retrofit loan scheme.
 
(c) procure a loan scheme referral
partner.
 
(d) enter into or
authorise the execution of any agreements and other documents
necessary to facilitate the home retrofit loan scheme
(including contracts with the provider and partner described
above).
 
(e) take such other actions as may
be necessary or expedient to facilitate the home retrofit loan
scheme, including the review of the Council’s
Housing Renewal Policy, if required.
