Purpose

Presenting the final report of
the Independent Panel which worked with the council between August
2024 and July 2025 in response to central government’s
requirement, following the council’s receipt of Exceptional
Financial Support in 2024.
 
To also consider a flexible use
of capital receipts strategy and any other matters covered under
the Strategic Finance Programme.
