Purpose

To seek Cabinet approval for
the adoption of the Eastbourne Seafront Strategy 2050, which sets
out a long-term vision and strategic framework for the regeneration
of Eastbourne’s seafront through to 2050. The strategy aligns
with the Pevensey to Eastbourne Coastal Management Plan and
responds to extensive public consultation, setting out priorities
across heritage, culture, tourism, health and leisure, and
inclusive access.
 

To approve the
Eastbourne Seafront Strategy 2050 as the guiding framework for
future seafront regeneration and investment.
To endorse the phased
Deliverables Plan, recognising it will evolve over time in response
to funding opportunities, stakeholder input, and project
development.
To delegate authority
to officers to progress Phase 1 deliverables, including funding
bids, feasibility work, and stakeholder engagement.
To establish the
Seafront Programming Working Group to oversee delivery, governance,
and community engagement.

Content

(Key decision):
1)   
To approve the Eastbourne Seafront Strategy 2050
enclosed within Report Appendix 1 as the guiding framework for
future seafront regeneration and investment.
2)   
To endorse the phased Deliverables Plan enclosed
within Report Appendix 2, recognising it will evolve over time in
response to funding opportunities, stakeholder input, and project
development.
3) 
To establish the Seafront Executive Board to support
delivery, programming, governance, and community engagement and
approve the early establishment of a Bandstand Task Force to
oversee restoration, funding strategy, and engagement with the
Environment Agency.
4) 
To delegate authority to the Director of
Regeneration and Planning, in consultation with the Leader of the
Council and also the Cabinet Member for
Heritage, Culture and Seafront, to progress
all phase 1 deliverables of the Strategy, including feasibility
work, and stakeholder engagement, and making funding bids for
opportunities including National Lottery Heritage Fund, Arts
Council England, and other relevant sources.
