Purpose

To provide an update on proposals to develop a new Neighbourhood Health Centre for Seaford residents in partnership with the NHS Surrey and Sussex Integrated Care Board (ICB) and seek approval to proceed with the next stage of externally funded feasibility work through to the planning stage.

Decision

1)    To note the latest outline proposal for a potential new Neighbourhood Health Centre in Seaford, including the council-owned Richmond Road carpark, subject to further feasibility and due diligence.

2)    To approve an initial feasibility budget of up to £450,000 to develop the proposal through to planning, funded by the NHS Surrey and Sussex ICB and underpinned by a Memorandum of Understanding (MOU) agreement.

3)    To authorise the Director of Housing, Assets and Development, in consultation with the Leader of the Council and the Director of Finance and Performance, to finalise the MOU, negotiate and agree all terms, allocate the required budget and authorise the execution of all related documentation.

Reasons for the decision

To enable the development of feasibility work for a new Neighbourhood Health Centre in Seaford, funded by the NHS Surrey and Sussex ICB, supporting improved health care provision for local residents.

Alternative options considered

The recommendations will enable the feasibility work needed to develop a detailed business case for the capital proposals. The need for improved primary care provision in Seaford is long established, and several options have been considered over the years. With land, funding and expertise now more aligned, there is a renewed opportunity to deliver a potentially viable solution for the town.

The final terms of the MOU are still to be agreed. If the feasibility work does not demonstrate a viable business case, the Council will not be required to repay any funding spent in good faith to the ICB.
