Executive

The Executive committee is responsible for making key decisions on behalf of Lincoln Council, as outlined in the Council's Constitution. It can delegate these functions to sub-committees or officers, and individual members can also exercise delegated powers. The Executive considers reports from scrutiny committees, including audit recommendations, and matters referred to it by the Council. It also reviews its own minutes and declarations of interest. Decisions are made by a simple majority, with the Leader holding a casting vote. The committee operates under specific rules regarding consultation, meeting arrangements, and the disclosure of pecuniary interests.
