Purpose

Approval is sought on the Outcomes Framework for the Liverpool City Region Combined Authority's Integrated Settlement and the Assurance Framework.

Decision

RESOLVED – That in relation to the Integrated Settlement:

(a)         The contents of the report and the receipt of the Integrated Settlement as outlined in paragraph 4.1 be noted;

(b)         The readiness check attached as Appendix 1 be noted;

(c)          The Outcomes Framework detailed at 3.9 – 3.14 and the ongoing interfaces with Government in relation to the Integrated Settlement be noted;

(d)         The establishment and composition of the Strategic Investment Board (SIB) to oversee the delivery of the Integrated Settlement be approved;

(e)         Delegated authority be granted to the SIB to be able to exercise the flexibilities of the Integrated Settlement to the thresholds outlined in 3.20;

(f)            The continuation of the Assurance Framework and the SIF Investment processes to support the SIB be noted;

(g)         The further work that will be undertaken during the coming months and returned to the Combined Authority for approval in relation to the Integrated Settlement be noted.
