Purpose

To provide an update on the Liverpool City Region Combined Authority’s statutory consultation for the proposed service permit scheme.
 

Decision

RESOLVED – That in relation to Bus Franchising – Service Permits Consultation Report:

(a)         In accordance with the requirements as set out by the Transport Act 2000 (the “Act”) and the Franchising Schemes (Service Permits) (England) Regulations 2018 (the ‘Regulations’) a consultation document on the proposed service permit scheme and the proposed conditions which maybe attached to a service permit scheme which satisfies the requirements has been published and the relevant persons have been consulted;

(b)         The contents of the ‘Service Permit Statutory Consultation – Full Consultation report (Appendix 1) be agreed and the publication of the report and Appendix 4 as the Combined Authority’s responses to the consultation be approved;

(c)          The contents of the proposed Service Permit Policy Statement appended to this report (Appendix 2) be agreed and the publication of it pursuant to Regulation 3(2)(d) of the Regulations following publication of the response to the consultation detailed above be approved; and

(d)         The contents of the Notice of Conditions (Appendix 3) be agreed and the publication of the said notice pursuant to section 123® of the Act be agreed.
