Purpose
Formalising the Mayor's commitment for the Liverpool City Region to become a Marmot City Region
Decision
RESOLVED – That in relation to the Liverpool City Region Designation as Marmot City Region:
(a) The proposal for the Liverpool City Region Combined Authority to seek designation from the Institute of Health Equity as a Marmot City Region be approved, including collaboration with the Institute to develop recommendations on an evidence-informed approach to advancing health equity;
(b) The Marmot Principles be adopted and health equity be embed as a core consideration in the exercise of the Combined Authority’s devolved competencies, supporting the Combined Authority’s requirement under section 45 of the English Devolution and Community Empowerment Act 2026 to have regard to the need to improve population health and reduce inequalities when considering whether or how to exercise any of its functions; and
(c) The formal adoption of a Health Impact Assessment (HIA) approach to ensure that potential impacts on population health and health inequalities are identified and considered at an early stage in the Combined Authority’s decision-making processes be approved.
