Purpose
To update the Combined Authority on the progress on development of the TCR programme and to seek approval for delegations to support delivery.
Decision
RESOLVED – That in relation to the Transport for City Regions Programme Update:
(a) The content of the report be noted;
(b) The use of up to 10% of the total Transport for City Regions (TCR) capital funding to enable the further development of schemes within the TCR programme;
(c) Delegated authority be granted to the Executive Director – Investment and Delivery in consultation with the Monitoring Officer, the Treasurer and the Cabinet Member for Transport to disburse TCR capital development funding and enter into funding agreements with delivery partners to progress City Region Sustainable Transport Schemes (CRSTS) and TCR schemes; noting that all schemes would be presented back to the Combined Authority for consideration before full capital funding is released for project delivery;
(d) The use of permitted flexibilities between CRSTS and TCR budgets to ensure full utilisation of funds and efficient project delivery be approved;
(e) The provision of £308 million of TCR Highways Maintenance funding to the Liverpool City Region local authorities in accordance with the allocations set out in this report be approved;
(f) The provision of £25 million TCR non-Highways Maintenance funding to deliver a programme of maintenance works to the Mersey Tunnels be approved;
(g) The provision of £5 million TCR non-Highways Maintenance funding to upgrade and enhance bus stop infrastructure and facilities be approved;
(h) Delegated authority be granted to the Executive Director – Place in consultation with the Monitoring Officer and Treasurer to put in place and manage funding agreements to disburse TCR Highways Maintenance and non-Highways Maintenance funding to local authorities and delivery partners;
(i) The provision of £26m TCR capital funding to deliver a programme of integrated estate improvements across the LCR metro network be approved;
(j) Delegated authority be granted to the Executive Director – Place in consultation with the Cabinet Member for Transport to approve and implement an estate improvements delivery plan setting out the phasing and prioritisation of improvement works; and
(k) in principle approval be granted to the provision of TCR funding of £11,000,000 to Liverpool City Council to deliver the Active Travel schemes outlined at paragraph 3.31, noting that the schemes will be presented back to the Combined Authority for final approval once a full business case has been prepared and externally appraised.
