Purpose

To consider recommendations in respect of the future of the Merseyrail Concession

Decision

RESOLVED – That in relation to the Metro Network Update:

(a)         The work undertaken to assess future operating arrangements for the Merseyrail network beyond July 2028 as requested by the Combined Authority in March 2026 be noted;

(b)         That rail services currently delivered under the Merseyrail concession transfer to public ownership from the end of the Concession contract;

(c)          That Merseytravel continue the detailed development of an in-house public ownership model for implementation from the end of the Concession contract be approved; and

(d)         Delegated authority be granted to Merseytravel in consultation with the Mayor, as Cabinet Member for Transport, to progress the initial stages of mobilisation.
