Purpose

The subject property is part of the wider Anfield Regeneration scheme and has previously been marketed to obtain a successful developer to bring forward proposals to refurbish the properties on a 150-year development lease.

Decision

For the reasons set out in this report, the Property Director has approved:

1)     a 150 - year lease of the Property to ATM Property Services Limited, subject to a premium of £160,000 on terms set out in Appendix 2.

Alternative options considered

The Council could choose not to grant the lease and not dispose of the Property but the Council would be left with a significant liability and responsibility for maintenance, repairs and security of the Property that is already in a state of disrepair. There would be no capital receipt gained by not progressing with the transaction.
