Purpose

this is a report for exemption to carry on the
service currently provided by Taxiplus for all DBS and DVLA checks
on licensed drivers and the use of the online portal until the
current procurement exercise has finished

Decision

For the reasons set out in this report, the
Corporate Director has decided to:
 

Confirm the
continuation of contract for a period of 12 months with Personnel
Checks Limited (t/a TaxiPlus) commencing on 1 April 2025 at an
estimated cost of £120,000 (excluding VAT). It is understood
that actual costs may vary as they will be determined by the volume
of transactions processed during the year, and that all costs will
be covered by income from licensing fees.

Alternative options considered

1.1          
Option 1: Do nothing. The current exemption to utilise the services
of TaxiPlus expires on 31 March 2025, and continued use of the
supplier would need to cease which would cause critical operational
issues. This is therefore not a viable option.
1.2          
Option 2: Undertake a competitive procurement process. This is the
long-term intention, but a competitive procurement process will
take at least six months, plus time to implement the new contracted
supplier. This is therefore not a viable option.
