Decision

 
 For the reasons
set out in this report, the Corporate Director has decided to:
1) Award a contract for an ICT end-user device
hardware refresh to Insight Direct (UK) Limited at a cost of up to
£487k excluding VAT.

Alternative options considered

 
Do nothing: This is not an option, as officers
require devices to enable the course of their duties and it is ICT
and Digital’s responsibility to provide a robust device which
is supportable and compliant.
 
Award via an alternative procurement route:
the use of other procurement routes including other frameworks or
open competitive tender would incur additional costs and
significantly delay the procurement of the devices that are
required to progress the Windows 11 roll-out ahead of the October
2025 Windows 10 deadline.
