Purpose

Following a robust procurement process , we
are seeking permission to award the contract to the successful
tender.

Decision

The Corporate Director has
decided to award a two-year contract from 1st September
2025 until 31st August 2027(plus the option to extend
the contract for a further one year) to provide a service to
support the integration and effective use of the WellComm programme
and the development of communication rich environments within the
early years sector across Liverpool.  The successful bidder (as detailed in Appendix 2)
was ranked first following full evaluation, including moderation of
all quality and pricing criteria.

Alternative options considered

The alternative is to do nothing.  This has been rejected.  In order to improve children’s
communication, speech and language it is critical to improve early
identification of need and inform appropriate
interventions.  To enable this to
happen, good quality training and on-going coaching by
professionals who have an expertise in children’s speech and
language is critical and without it the impact and use of the tool
will be significantly reduced.
