Decision
For the reasons set out in this report and its
appendices, the Corporate Director has decided to:
Award a contract to Next Energy Solutions Ltd
(company no: 10147744) for the provision of energy efficiency works
for a period of 2 years and 6 months, with extension options of up
to 2 years, commencing in October 2025 for a total value of
£6,579,655.81.
The winning bid presented by Next Energy
Solutions Ltd scored highly in all areas of their
submission. However, due to there being
only one complaint submission, their submission automatically
received maximum scores for cost and social value.
Alternative options considered
Do nothing” – Failure to appoint a
contractor for energy efficiency works would result in the Council
being unable to deliver the WHLG scheme, and the allocated funding
would be returned to LCRCA. The Council would lose the opportunity
to deliver the scheme and potentially lose revenue from
