Full council record
Purpose
Award of the main works contract to Robertson
Construction Group Ltd for the SEN Phase 2B capital works at Bank
View South (Parklands).
Decision
For the reasons set out in this report, the
Corporate Director has decided to:
1)
award a Design and Build contract for phase 2b refurbishment works
at Bank View High School for up to a total value of £
2,370,337 (excluding VAT) to Robertson Construction Group Ltd.
Alternative options considered
1.1
Do nothing: this has been discounted as not delivering the Phase 2b
refurbishment works for the remaining 90 new pupil places would
work against the Council’s statutory duty to provide school
places for these additional pupils who may need to be placed at
non-maintained independent schools. This would come at a
significant cost to the Council and could result in ongoing annual
costs of circa £2.4m for the Council which is considered
financially unsustainable.
1.2
Open Tender or mini competition: a procurement exercise has been
discounted as it puts the required September 2025 occupation at
risk. Roberston have successfully delivered the Phase 1 and Phase
2a works on the site and efficiencies in cost and delivery would be
anticipated given Roberston’s familiarity with the building
and the project. During the delivery of previous phases the Roberston site team have developed strong
relationships with both the school and the Amey PFI FM team. These
relationships will be key to the successful delivery of this final
phase. They will aid delivery within the tight timescales required
and help to minimise risk and delays whilst two
year groups occupy the school during the first 8 weeks of
the works on site.
