For the reasons set out in this report, the
Director has decided to:
 
1)   
Approve the commencement of a procurement process to identify a
supplier to provide, support and maintain a H M Coroner case
management system at an estimated total value of £225k) (exc VAT) over nine
years and will ideally commence in May 2026.
 

Alternative options considered

1.1         
“Do nothing and cease service” – this would not
meet the statutory duty placed on the Council and would leave H M
Coroner open to judicial review and the Council subject to action
by the Justice Secretary.
 
1.2         
“Retain the current system” – this would not be
compliant with Public Contracts Regulations 2015 or the Procurement
Act 2023 and would not demonstrate best value to the Council.
